Leadership Team
Seth Mearig, P.E.
President & CEO
Seth Mearig serves as Gray Engineering’s president and CEO. Seth is celebrating 20 years in the civil engineering industry in 2024 and is a graduate of the University of Southern California.
With broad expertise in master planned communities, utility and roadway infrastructure, site development and entitlements, Seth brings a deep passion for land development to his work each day. Seth’s client, team and public agency relationships drive project success while he seeks to align the many parties required to design and deliver infrastructure in the central Texas region.
Seth has served as a past ULI Austin Advisory Board member, volunteers on the NCEES Civil Exam Committee (Transportation) and enjoys fishing and boating in Alaska with his wife Mary and their three boys.
Brian Williams, P.E.
Managing Partner, Engineering
Brian Williams is a managing partner of Gray Engineering overseeing engineering and development projects. He is a proud graduate of Texas A&M University despite the tragic loss of his class ring.
Brian’s legendary technical expertise in the single-family development field provides clients with confidence in the constructability and cost effectiveness of their projects. He excels at rapid analysis of value engineering opportunities and is a true enthusiast of the development industry. Brian’s work on high-profile development projects throughout the region adds value to client projects and simplifies complicated development processes.
Brian has served on the Liberty Hill Planning & Zoning Commission, Liberty Hill Water Rate Committee and enjoys trail running, kayaking and spending time at the ranch with his wife, Erin and their son and daughter.
Colby Harris, P.E.
Managing Partner, Operations
Colby Harris is a managing partner of Gray Engineering and oversees operations. He grew up in Central Texas and is a graduate of the University of Arizona.
Colby has extensive experience in transportation design, managing and delivering a diverse range of civil construction projects, and leading successful business lines. He specializes in client service and, with his team, has delivered hundreds of millions of dollars of construction in Central Texas. His unique public and private experience provides opportunities for win-win outcomes as development projects interface with local, county and state agencies.
Colby is actively serving on multiple ACEA committees and coaches his daughter’s various sports teams. He enjoys golf and spending time on Lake LBJ with his wife Jessica and their daughter.
David Gray, P.E.
Founder, Senior Vice President
David Gray, P.E. graduated from the University of Texas at Austin in 1976 with a Bachelor of Science Degree in Civil Engineering and has been in active practice in civil engineering in the Central Texas area full-time since then. His experience began with several years at the Texas Commission on Environmental Quality where he left to become a member and subsequently partner with Haynie, Kallman, & Gray from 1978 to 1989. David founded Gray Engineering, Inc. in 1989 and continues to work as an active member of the firm today.
David has been involved as the lead design engineer on numerous civil engineering projects in and around Central Texas during his 48-year career in the civil engineering industry. In this role, he has led planning, design, and management of projects involving utility and drainage infrastructure improvements within a multitude of local cities, counties, MUDs, WCIDs, and WSCs.
Adam Berry, P.E.
Shareholder, Sr. Project Manager
Adam Berry is a shareholder of Gray Engineering and serves as a Senior Project Manager specializing in single family and master planned residential design. He is a graduate of the University of Texas San Antonio and is a registered professional engineer in both Texas and North Carolina.
Adam has extensive experience in design across more than a dozen jurisdictions in the central Texas region. His background practicing in North Carolina and primarily Texas provides national scope and understanding for clients seeking to develop in the Austin area. With broad expertise in master planned communities, utility and roadway infrastructure, site development and entitlements, Adam brings a deep passion for land development to his work each day. Adam’s clients value his attention to technical detail, responsiveness and problem solving prowess. He excels at training and developing staff and inspiring his team to successfully deliver client projects.
Adam has participated in many industry organizations and events including RECA, ULI, HBA and ACEA. Adam enjoys hiking, kayaking, fishing and spending time outdoors with his wife, Katie and their son.
Richard (RJ) Rychlik, P.E.
Shareholder, Sr. Project Manager
Richard is a shareholder of Gray Engineering and serves as a Senior Project Manager specializing in single family and master planned residential design. He is a graduate of Texas A&M University and is a registered professional engineer in Texas.
Richard’s experience spans from municipal and airport to design to his current specialty in single family and master plan design. His work includes projects from Kyle to Jarrell covering challenges including large scale SCS reservoirs, groundwater supply and aggressive client timelines. Richard has completed design on some of Austin’s fastest selling communities including Larkspur for Milestone Community Builders and Wildleaf for DR Horton.
Richard participates in recruiting efforts across many Texas University campuses in addition to industry organizations such as RECA, ULI, HBA and ACEA. He enjoys golf, renovating his wine country tour bus and visiting new cities and countries with his wife, Leigha.
Steven Minor, P.E.
Shareholder, Sr. Project Manager
Steven is a seasoned Professional Engineer currently holding the position of shareholder since 2022 and Project Manager in 2018. Steven graduated in 2014 at the University of Texas at Tyler.
With 9 years of hands-on experience in engineering design, construction, management, and business development, he has honed skills and knowledge to deliver excellence in the Central Texas area. Collaborating with City, County, MUD, TCEQ, LCRA, and TXDOT officials, he strives to provide efficient design solutions.
Steven dedicates his time beyond the professional realm to meaningful causes. Serving as the Vice President of the Utility Infrastructure Committee at Brushy Creek MUD and with the ACEA Community Involvement Committee, he reflects his commitment to fostering positive change in his local area.
Away from design and project meetings, he enjoys spending time with his wife, Macey and two kids. Exploring the outdoors is a passion, offering a balance to the demands of a dynamic professional life.
Tim Holland, P.E.
Shareholder, Sr. Project Manager
Tim is a shareholder of Gray Engineering and serves as a Senior Project Manager specializing in single family and residential master plan design. He is a graduate of Texas A&M University and a registered professional engineer in Texas.
Tim has 24 years of civil engineering design, consulting and project management experience across a wide range of projects and geographic areas within Texas. He focuses on the eastern crescent of development including Bastrop, Kyle, Hutto, Taylor, Manor and Hays County. Tim brings a team development and training focus to the organization and sets a high bar for quality in construction plan design.
Tim participates in industry organizations to stay connected within the Austin construction and development community. He enjoys spending time with his wife, Tamara, and watching his three boys play baseball.
Eren Ulusoy, P.E.
Shareholder, Sr. Project Manager
Eren is a shareholder of Gray Engineering and serves as a Senior Project Manager specializing in single family and residential master plan design. He is a graduate of both Istanbul Technical and Texas A&M University where he received a master’s degree in engineering and construction management. Eren is a registered professional engineer in Texas.
Eren has 12 years of civil engineering design experience including work with a vertically integrated development company and also in public infrastructure design. His consulting experience includes design within PIDS and MUDs across a significant geographic area in the central Texas Region. Eren brings significant experience in drainage and floodplain modeling with specific expertise in collaborating with public review staff at cities and counties. His clients include public and private homebuilders, master developers and investors.
Eren is involved with local industry organizations like ACEA and RECA and enjoys and spending time with his wife Sarah and their two children.
Chris Rawls, P.E.
Shareholder, Sr. Project Manager
Chris is a shareholder of Gray Engineering and serves as a Senior Project Manager specializing in both site and single-family design. He is a graduate of the University of Texas and is a registered professional engineer in both Texas and Colorado.
Chris has extensive experience with transportation design and public agency interfacing after starting his career focused on county and TxDOT roadway projects. His subsequent eight years of experience in land development design and project management bring a well-rounded approach to complex issues associated with traffic impacts and regional infrastructure. Chris has completed projects from West Travis County to Kyle to Elgin, with his focus on communication and design excellence creating strong relationships with both clients and municipalities along the way.
Chris brings leadership by managing internal training programs for designers and engineers and has been involved with organizations such as RECA, HBA and ACEA. He enjoys travel, triathlons and running, skiing, fast cars and spending time in the mountains with his dog.
